新疆构建和谐民族关系是新疆和谐社会构建的重要内容和重要任务。和谐民族关系的核心在于建立与当下经济、社会、文化发展相适应的政治民主秩序,以制度建设、制度安排作为解决民族矛盾、协调民族分歧的制度保证。协商民主为新疆和谐民族关系构建提供了体制机制的创新思路,提供了政治协调的秩序保证和化解矛盾达成共识的民主机制。

To construct a harmonious ethnic relationship is an important task in constructing a narmomous society in Xinjiang. Its core is to establish a proper political democratic order corresponding to the present social, economic and cultural developments. The deliberative democracy can be an innovation way of the reform in political system for a harmonious ethnic relationship construction, a orderly guarantee to balance interests and rights; and a political mechanism to resolve contradictions and reach a consensus.
