维新变法前后梁启超的地方自治思想初探

A Probe into LIANG Qi-chao's Local Governing Thoughts before and after Reform Moverment in 1898

梁启超是我国近代维新派与立宪派代表人物。地方自治思想是其民权与宪政思想的重要组成之一。维新变法前后,梁启超在宣传与实践地方自治思想上做出了重要贡献。他积极参与了一系列地方自治组织的创立与建设,如南学会、湖南保卫局、政闻社。他对地方自治的肯定与推动,在当下仍有重要的借鉴意义。

LIANG Qi-chao was a representative of Refom Movement of 1898 and a constitutionalist in modern China. His local governing thought was an important part of his thoughts concerning civil rights and constitutional government. Before and after Reform Movement of 1898, LIANG made great contributions to the propaganda and practice of his local governing thoughts. Besides, he participated in foundation and construction of a series of local governing organizations, such as Associa- tion of Southern Studies, Hunan Protection Bureau and Political News Agency. His affirmation and impetus of local government is still significant for reference nowadays.
