我国地方政府购买社会组织公共服务的问题与对策分析

Analysis on Problems and Solutions of Public Service Purchasing in Local Government

随着新公共管理运动的兴起,政府购买服务得以迅速发展。作为公共服务社会化的一种方式,政府购买可以有效提升公共服务供给的质量与效率。近年来,我国地方政府购买公共服务取得了一定的成效,但也存在着热情过高、制度不完善、财政投入不足等问题。为此,需要从理性审视绩效、加强制度建设和加大财政投入等几个方面来加以完善。

With the rise of new public management movement, public service purchase of government is developing rapidly. As a way of public service socialization, government purchase can effectively promote the quality and efficien- cy of public service supply. In recent years, local governments have got some beneficial results in this regard, but there still exist some problems, such as over-enthusiastic implementation, imperfect institutionalized arrangements and insuf- ficient financial investments etc. Therefore, it is needed to examine performance rationally, reinforce institutional con- struction and increase financial investments.
