云南参与GMS合作20年:述评与思考

Yunnan′s 20-year Participation in GMS Cooperation: Review and Reflections

云南省参与大湄公河次区域合作20年(1992-2012),主要经历了初创(1992-1994)、发展(1995-2001)与深化(2002-2012)三个发展阶段。在发展过程中,云南省遭遇了行为主体、合作机制、生态问题、内外协调等方面的挑战与制约,并采取了积极措施进行了有效化解,在充分利用有利条件积极主动参与、争取中央政府支持、加强与周边国家交往并与其建立相应的合作机制、增强自身参与能力等方面积累了一些成功经验。在云南建设中国面向西南开放桥头堡战略背景下,云南需要抓住有利机遇,在合作框架、机制、内容等方面与周边国家接轨,进一步推进大湄公河次区域合作的深入发展。

Up to 2012,Yunnan Province has been a participant in the Greater Mekong Sub-regional Cooperation（GMS Cooperation） for 20 years,which has gone through three major stages： the start-up from 1992 to 1994,the development period from 1995 to 2001 and the deepening period from 2002 through 2012.In the course of development,Yunnan Province has been facing up to great challenges and constraints caused by the conflicts between actors,the cooperation mechanisms,ecological problems,internal and external coordinations,but it has taken active measures to resolve all these difficulties effectively.In doing so,the Provincial Government has gained valuable experience in taking advantage of favorable conditions to actively participate,to gain financial support from the Central Government of China,to enhance the communication with the neighboring countries and establish appropriate cooperation mechanisms,and to strengthen the capability of participation.In the strategic context of constructing Yunnan as the opening ＂bridgehead＂ to the Southwest China,Yunnan must seize the opportunities and play a role in the further promotion of GMS Cooperation by integrating with the neighboring countries in the cooperative frameworks,mechanisms and contents.
