摘要
组建开放大学体现了国家及区域发展顶层设计创新中对远程教育的重构。中国远程教育系统将发生何种根本性的变革?本研究运用系统方法、比较研究等方法,从社会学、中观经济学、区域研究等视角提出中国特色的远程教育宏观、中观系统理论。研究着眼于中国远程教育深层次矛盾及其问题求解,描述中观远程教育系统服务区域经济社会发展的一体化机制,勾勒了中观、宏观远程教育系统功能的边界、联系和统一,提出了宏观系统的软控制和新"五统一"、中观系统"又软又硬"控制等建议,通过建立国家和省域开放大学,形成宏观、中观、微观纵向一体化、分层对接、混合联邦、分工分权、大学和系统自治等机制来解决我国远程教育框架性矛盾。
Restructuring the National Open University and several provincial open universities ( based on the Radio & TV University) reflects the new "top-level design" intent of the regional social economy and system restructuring of distamce education in China. Thus ,what will be the most essential factor of the reform? By using the methods of regional study, sociology meso economics comparative study, and system approach the study reveals the blank area in the theo- ry of the meso distance education as the regional distance education, by focusing on the deep-laid contradictions and problem solving as well as describing the integration mechanism of distance education service which correlate with regional economy and society development. It analyzes the boundary, relationship and unity between the macro-distance education and micro-distance education system. It suggests adopting the ways of the soft control of National Open U- niversity, including the "New 5 Unity" and the combination of the hard control and soft control of regional open universities. The theory of the meso distance education should be founded in this way. In order to solve the in-depth contradictions and problems in the reform and development of distance education, it is necessary to form the integration of distance education system in the micro-meso-macro architecture with the mechanism of hierarchies unity division and separation of powers, autonomy of university and distance education systems by the foundation of National Open University and provincial open universities.
