摘要
2008年国家公务员局的成立,标志着我国公务员管理机构的专门化,以此为契机,公务员制度的完善工作也被提上了议事日程,其中,公务员退出机制的完善被列为重中之重。公务员退出难是综合原因形成的,有内在制度的缺陷,也有外部环境的因素。在公务员制度的完善方面,应当规范考核、问责制度,推行聘任制,完善提前退休和辞退制度;从外部来说,可以考虑从转变就业观念,改进社会保障,完善权利救济等方面加强对公务员的保障。
The establishment of the National Civil Service Bureau in 2008 marked the specialization of China's civil service management institutions. Taking this opportunity , the work of improving the civil service system has also been put on the agenda, in which perfection of civil servants exiting mechanism is classified as top priority. The Civil servants exiting is difficult for comprehensive reasons, there are not only inherent deficiencies in the system, but also external factors. Perfection of the civil service system should standardize the assessment and accountability system, implement the appoint- ment system, and improve early retirement and dismissal system; From the outside, to strengthen the protection of civil servants, the transformation of the concept of employment, improvement of social security, and the perfection of right and relief can be considered.
