《省级电网防大面积停电调度运行控制标准》的制定及其在广东电网的应用

The Draft of “Dispatching-Operation Control Standards for Provincial Power Network Against Large Area Blackout” and Its Application in Guangdong Power Grid

为提高省级电网的运行控制水平,防止大面积停电事故的发生,广东电网实施了《省级电网防大面积停电调度运行控制标准》。介绍了该《标准》的主要内容,诸如调度运行控制的三级标准,特殊情况的处理原则,以及电网运行方式安排原则。广东电网应用本《标准》处理七地区九处局部电网的运行方式、风险评估及相对优化,实现了防范大面积停电与避免局部电网错峰比例过大两目标的综合最优。

In order to improve the operational control level of the provincial power network and to prevent large area blackout, Guangdong Power Grid has implemented the Dispatching-Operation Control Standards for Provincial Power Network Against Large Area Blackout. This article introduces the main contents of the standard, such as three standards of the dispatching-operation control, the management principles in special cases, as well as the principle of grid operation mode arrangement. Guangdong Power Grid has applied the standards to the nine regional networks of seven districts to deal with their operation modes, risk assessments and comparatively optimization, resulting in an integrated optimization to prevent the large area blackouts and to avoid too large proportion of regional network load shifting target.
