“北冰南展”的实施现状及拓展对策

Implementing Condition of the "Development of Ice Sport Events from North to South" and its Expanding Countermeasures

"北冰南展"是上世纪80年代末,国家体育总局提出的依托南方发达地区的经济实力,依靠社会化、市场化的体制,拓展大众参与冬季运动项目的广度,提升我国冬季运动项目竞技水平的一种发展思路。目前,冰雪运动在南方开展情况不容乐观,竞技冰雪运动和群众性冰雪运动的发展都不温不火。提出了"北冰南展"的拓展对策,包括:树立市场"南展"、人才"北上"的新思路;不断扩大群众基础;推进冰雪项目的普及;营造冰雪运动文化氛围;加快冰雪运动的社会化、科学化和国际化进程;实现"北冰南展"与冬奥"金牌"工程的有机融合;通过体教结合,培养后备人才。

The development ideas of ＂Development of Ice Sport Events from North to South＂ was put forward by the General Administration of Sports of China at the end of 1980s which aims to expand the scope of the public participation in snow sports and enhance the level of China＇s winter sports by relying on the economic strength of the developed areas of the South, relying on the socialization, market- oriented system.. Currently, the snow sports in the south is not optimistic, the development of athletic snow sports and the mass one are all tepid. This article put forward to stratgies for the ＂Development of Ice Sport E- vents from North to South＂, which includes：establishing the new ideas of market development to the south and talent flow to the north ; expanding mass base increasingly ; promoting the popularity of ice and snow ; create a snow sports culture ; speeding up the processes of socilization, scientific and Internationalization of winter sports ; relaizing the organic integration of ＂Develop- ment of Ice Sport Events from North to South＂ and ＂Gold Medal＂ project of Winter Olympics ; combination of the sports de- partment and the education sector to train reserve talents.
