The applications of IC card have played great roles in improving the efficiencies in related fields of social life. The way of integrating IC card applications into information systems either existing or developing is a technical choice that many information systems are encountering. The system integration solution based on COM provides through COM interfaces the reusable binary component that is cross platform and languageindependent, and provides the information system with welldefined IC card services and event notification. The solution depicted in the paper supports IC card management and provides event programming model, and has been proved feasible in practical operation at the Customs, and gains social and economic benefits from speeding up the customs clearance.
