中国院校研究氛围之调查研究

A Survey Study on Institutional Research Climate in China

院校研究在提高现代化高等教育管理绩效中发挥的作用越来越大,但其在中国高校的推广还存在相当多的挑战。本文利用调查问卷研究方法,探讨了中国院校研究的发展氛围。研究发现,领导层面对院校研究已有了较高的认识和重视,绝大多数大学也成立了专门从事院校研究的机构。但大学的职能部门对院校研究的需求和支持程度还不够,社会公众对院校研究的认知程度还很低。最大的挑战恐怕是中国高校还普遍缺乏开展院校研究不可缺少的大学层面的数据系统。研究建议,大学领导在进一步提高院校研究支持力度的同时,加快构建大学层面的数据系统,为院校研究创造更好的条件,使其在中国高等教育决策中发挥更大的作用。

Institutional research （IR） plays a more and more significant role in improving administrative effectiveness in modem higher education, but there are still some challenges facing its e implementation in Chinese colleges and universities. This study examines institutional research climate in China using data collected by a survey. The results show that administrators have realized importance of IR and most of colleges and universities have established an IR unit. However, needs of IR and support to it from functional departments are still very limited. The recognition of IR by organizations and individuals outside colleges and universities is even worse. Probably, the biggest challenge is that most of higher education institutions do not have a university-level data system, which is a foundation for IR. The findings suggest that while administrators still need to improve their support to IR, they must expedite their process to development of a university-level data system and build a better environment for IR, so that it can play a more important role in decision-making process in Chinese higher education.
