Based on concerned theories of coastal port city and general regularity for its development, the paper suggests that it should prior to form three coastal port city zone:Southern coastal port city zone(its central cities are Hongkong, Guangzhou)、Midland coastal port city zone(Shanghai is its central city),Rim—Bohai coastal port city zone(Tianjin is its central city).
