摘要
以提高教育效益和质量的农村中小学撤点并校政策,自始至终都是公众颇为关注的热点问题。10年以来,撤点并校作为一个备受争议的话题一直延续,引起社会和学术界的广泛关注。从公平和效益的角度,通过问卷调查和实地走访,以近两年来农村中小学撤点并校的第一手调查资料为依据,进行理论创新,建立理论模型,对农村中小学撤点并校政策进行剖析和反思,揭示如何处理教育公平与效益的关系,并探讨当前教育政策中的前瞻性和持续性问题,促进农村基础教育的发展。
The policy of improving the effectiveness and quality of withdrawal of rural primary and secondary schools, from first to last, is hot issue which the public is concerned. Since 10 years, removing and correction, as a topic of controversy contin- ues, causing social and academic circles pay close attention. From the fairness and efficiency perspective, through a questionnaire survey and field visits, regarding the first hand data nearly two years of rural primary and secondary schools as the basis, theoreti- cal innovation is haven, the theoretical model is established, the withdrawal policy of rural primary and secondary schools is ana-lyzed and reflected in order to reveal how to deal with the relationship between fairness and efficiency in education, and explore the current education policy in the prospective and persistent problems, promote the development of rural basic education.
