摘要
举报制度,是受理机关对公民或单位举报的线索,按照规定进行调查处理以保障公民依法行使民主权利的制度。群众举报不仅仅是一个启动国家追究职务犯罪的法律程序,其更为重要的意义在于这是一种依靠群众反腐败的政治模式设计。这种模式使得检察机关的专门监督与人民民主监督相结合,形成了一种全新的监督机制,丰富和完善了国家宪政制度建设的内容,丰富和完善了中国特色社会主义的检察制度,丰富了国家宪政制度建设的内容。
Reporting system has always been deemed as means to investigate post crimes rather than analyze deeply the legal and political significance of itself.In fact,reporting system relies on the masses to create anti-corruption system,and becomes a new supervision mechanism which is a combination of special legal supervision of state organs and democratic supervision of people.It improves the supervision mechanism of state power,forms a prosecution system with Chinese characteristics,and enriches the national constitutional system-building.
