论理想高校筹资制度安排的标准

A Discussion on the Standards of Ideal Universities' Financing Institution Arrangement

高校作为既有别于企业又不同于政府部门的特殊行为主体,充足的资金是其有效运行的基础。高校筹资制度安排是高校获得资金的根本保障。一个国家高校筹资制度安排合理与否直接决定着该国高校的运行状态,乃至该国的高等教育水平。本文从制度经济学的角度进行分析,认为一国的理想高校筹资制度安排应符合效率性、公平性、客观性、协调性、完整性与稳定性标准。

University,as a special behavior subject,which is based on sufficient funds to keep its effective running,is different from enterprises or government departments.It is the basic guarantee for universities to get funds by arranging financing institution.The reasonable arrangement of universities’ financing institution in a country directly determines their running state,even the level of higher education.Based on the analysis from institution economics,this paper considers that ideal universities’ financing institution arrangement should meet the standards of efficiency,fairness,objectivity,harmony,integrity and stability.
