基于SWOT方法的县域环保策略分析——以陕西省凤翔县为例

Analysis of environmental strategies in counties with SWOT method——Taking Fengxiang County,Baoji City,Shaanxi Province for Example

目的梳理凤翔县"十一五"环境保护工作,从县域视角分析环保策略,并对"十二五"建言献策。方法使用SWOT方法对"十一五"期间凤翔县的环保工作"优势、劣势、机会、威胁"四要素进行分析。结果从环境保护的角度提出了"主导"、"扭转"、"竞争"、"防御"四种策略的内涵。结论凤翔县"十二五"期间环保策略排序是主导型、扭转型、竞争型、防御型,并提出实施建议。

Aim To propose valuable advice on the environmental protection during the Twelfth Five-Year Plan period by combing the information concerning the Eleventh Five-Year Plan of the environmental protection of Fengxiang County and analyzing the environmental strategies from the perspective of counties. Methods Such four aspects as the advantage, disadvantage, opportunity and threat of environmental protection in Fengxiang County during the Eleventh Five-Year Plan period is analyzed with SWOT method. Results The connotations of such four strategies as predominance, remedy, competition and defense are explored from the point of view of environmental protection. Conclusion It is recommended that the order of environmental strategies of Fengxiang County during the Twelfth Five-Year Plan period be predominance, remedy, competition and defense, in addition, the implementation suggestions are put forward herein.
