The New Model of Future Economy for Developing Countries:Pro-poor Growth

益贫式增长(pro-poor growth)模式成为当今世界特别是发展中国家经济社会发展不可阻挡的历史潮流。本文回顾了益贫式增长提出的国际背景,阐释了益贫式增长的内涵,最后讨论了实现益贫式增长的政策框架,主要包括倡导结构性改革以锐意减贫、构建宏观经济框架和国家减贫政策之间的"单向"一致性策略、宏观经济稳定前提下保证再分配和初次分配的益贫性指向、益贫式增长应内嵌于民主政治进程改善才能更好地实现。

With an irrepressible trend, the economic and social development of the world, especially of the developing countries is walking towards the model of pro-poor growth. This paper reviews the international background of putting forward the pro-poor growth, explains the connotation of pro-poor growth, and finally discusses the pro-poor growth policy framework, including advocating structural reforms to reduce poverty, build a ＇one-way＇ consistency, in which the antipoverty strategy has to adjust to a fixed and rigid macroeeonomic framework, ensuring the pro-poorness of redistribution and initial allocation policies under the premise of macroeeonomie stability, pro-poor growth should be embedded in the improving of democratic political process to successfully achieve pro-poor growth.
