长期以来,大量人口持续涌入北京,使北京人口调控的目标屡屡被突破。本文认为,北京人口调控的基本原则是,在不损害国家基本行政管理职能的前提下,改变北京市市场性、社会性资源过度聚集的现状与基本趋势。在此基础上,提出了北京人口调控的一系列对策。

For a long time, a large number of population swarm into Beijing, the goal of population control is broken time and again. In our opinion, the fundamental principle of population control in Beijing is changing the current tendency of economic and social resources excessively congregating on condition that without harming national administrative management function. On the basis, we will give a series of advice on how to control population in Beijing.
