可中断负荷参与电力备用市场的可行性研究

Participation Feasibility of Interruptible Load in Reserve Power Market

摘要 随着城市用电峰谷差的不断加大,发电机组调峰难度日益增加。可中断负荷是缓解机组调峰的有效手段,但是在我国现有的电力价格体系和管理机制下,可中断负荷能否有条件与并网发电机组同台竞争参与电力备用是亟需研究的问题。建立可中断负荷参与的电力备用市场实时竞价数学模型,对参与电力备用的主体进行成本分析,提出等利润报价思想,并采用国家统计局统计年鉴中数据作为等利润报价基础。采用我国某城市用电数据和数学模型进行算例分析计算,分析可中断负荷参与电力备用的可行性。 The peaking adjustment of generating units is more difficult with the increasing peak-valley difference in the power consumption in metropolis.Interruptible load(IL) is an effective approach to relieve the pressure of peaking adjustment.However,it is urgent to research whether the interruptible load(IL) can compete with the grid-connected generating units and participate in the reserve power market,especially in the context of current power price system and management mechanism in China.This paper establishes the real-time bidding mathematical model for the participation of interruptible load in reserve market.Thereby,the cost is analyzed on the main participator in the power reserve,the assumption of bidding at constant profit is proposed,and the data from statistical yearbook of the State Statistics Bureau of China is cited as the bidding basis.The feasibility of electricity reserve with interruptible load as participant is analyzed based on the calculation case study with the real electricity consumption data of a Chinese city and the math model.
