GIS-Based Public Service and Management Platform for Villages and Small Towns

村镇公共管理服务平台是地理信息系统技术应用于农村信息化建设的一种新模式。本文结合增城市的实践经验,围绕平台设计的目标、原则、结构、数据库和功能,开展了对村镇公共管理服务平台的探讨。在确定的目标和原则下,提出了平台设计的四层结构体系,包括基础设施层、数据层、平台层和应用服务层,从空间数据和属性数据量方面分析了数据库设计的要点,并以增城市大敦村为例,从基础功能和应用服务功能两方面展示了该平台在村镇社会公共管理方面的功能体系。

Villages and Small Town Public Management Service Platform is a new mode of application of GIS technique in rural infor- mation construction. In the light of practical experience of Zengcheng City in Guangdong Province, this paper explores the public man- agement service platform of villages and small towns from the point of views of target, principle, structure, database and function of the platform design. Guided by the determined target and principle, it puts forward the four - layer structure system including funda- mental facility layer, data layer, platform layer and service application layer, analyzes the key point of database design from the point of view of spatial data and attribute data, and demonstrates the function system of the platform in village and small town management from the two aspects containing basic function and application service function taking Daguo village of Zengcheng as an example.
