摘要
中等强国是全球治理体系的重要组成部分,它们的全球治理理念在拥有诸多共性的同时,也因国情和传统不同而各具个性。从较长历史时段看,政治文化对一个国家的全球治理观的影响更为基础和深远。作者以加拿大为例,分析了这一典型中等强国的国内政治文化是如何影响它与国际组织的互动、它对待非政府行为体的态度以及主权观和人权观等三个全球治理观察指标,探索了加拿大追求妥协的渐进式政治发展历程、多元主义文化和对美国复杂矛盾的心理这三者构成的独特的政治文化与其全球治理理念和政策之间的逻辑关系。最后通过比较,归纳出加拿大全球治理的三个特征,即"依附型多边主义"、宽容尊重非政府行为体平等参与全球治理权利以及平衡运用主权和人权观念,为中等强国的全球治理观分析提供了一个个案。
Middle powers are important components of global governance system,as they share commonality in the concept of global governance,and meanwhile they have their own characteristics due to different national conditions and tradition.From a long historical perspective,political culture has a more fundamental and profound impact on a country's attitude towards global governance.Citing Canada as an example,this article analyzes how domestic political culture impacts on three global governance indexes,namely,interaction with international organizations,attitudes towards non-governmental actors,and concepts of sovereignty and human rights.The article explores the relationship between its unique political culture,characterized by progressive political development featuring compromise,multiculturalism,and the ambivalence and complexity with the US,and its global governance concept and policy.Finally,through comparison,the article summarizes the features of Canada's global governance:'dependent multilateralism',respecting the equal right of non-governmental actors in participating global governance,and balancing the concept of sovereignty and human rights.
