简论我国现代渔业管理新体系的构建

在现代渔业的发展过程中,其中一个重要内容是实现渔业管理的现代化。我国是发展中国家,特别是改革开放以来,我国的经济体制、发展模式都处于不断变革之中。然而,我国的渔业管理基本制度几十年来并没有作根本性的调整,导致管理问题和矛盾日益突出。面向现代渔业、面向市场经济如何转变渔业的管理方式,适应现代渔业的发展要求是一项紧迫的课题。论文从探讨现代渔业管理的内在要求入手,归纳总结现代渔业管理的六大要素,对现代渔业管理新体系的构建提出建议。

during the development process of the modern fishing industry, one important element is to achieve the modernization of fisheries management. China is a developing country, particularly since reform and opening, China＇s economic system, development model being are in constant change. However, the basic system of fisheries management for decades and did not make fundamentaladjustments, resulting in management problems and contradictions have become increasingly prominent. For modem fisheries, to meet the requirements of the development of modem fishing in market-oriented economic is an urgent issue. This paper discussed the inherent requirements of modem fisheries management, summarized the six elements of modem fisheries management, and proposed simple recommendations for constructing new system.
