日本能源与CO_2排放现状、应对气候变化的对策及其启示

Energy and CO_2 Emissions Status,the Countermeasures against Climate Change in Japan and Their Implications to China

全球气候变化已经成为世界各国关注的热点问题。本文在介绍日本能源供给、消费及CO2排放情况基础上,分别从重视研究、科技计划、加强立法、组建专门机构、采取多种手段、加强国际合作等方面,阐述了日本应对气候变化的对策措施。这对我国通过加强基础研究、建立组织机构、健全法律法规、提升创新能力、注重舆论宣传及推动国际合作等方面来应对气候变化有所启示。

Global climate change has become the focus of world. Based on the introduction of the energy supply, consumption and C02 emissions, this paper expounds the countermeasures of Japanese climate change from taking into account research, science and technology plan, strengthening legislation, organizing special agencies, taking many measures, and strengthening international cooperation, etc, respectively. This will help enlighten China to cope with climate change by strengthening basic research, building institutional framework, perfecting laws and regulations, promoting innovative capability, paying attention to public opinion and driving international cooperation.
