从国际社会的评价看香港回归15年来的科技创新发展

The Development of Science,Technology and Innovation in Hong Kong SAR from the View of the Evaluations by the International Community since the Handover

香港回归15年来,特区政府相继出台一系列旨在提升科技创新能力的施政措施,并取得显著成效。本文从国际社会公认的几大主要评价报告中抽取出1997至2012年间香港以及台湾、新加坡和韩国的数据,按照时间坐标进行排列对比和分析,以求揭示15年来国际社会对香港在科技创新方面的评价及其演变趋势。最后基于香港科技创新能力优劣势分析,提出了相应的建议,以供相关部门和人员参考。

Since the handover of Hang Kong to China in 1997, the SAR Government has promulgated a series of policy initiatives designed to enhance scientific and technological innovation, and has achieved remarkable results. This paper extracted the data of Hong Kong, Taiwan, Singapore and South Korea from 1997 to 2012 from several major evaluation reports recognized by the international community. These data are compared and analyzed in order to reveal the international evaluations and the evolution trend of Hong Kong in terms of scientific and technological innovation during the 15 years. Based on the advantages and disadvantages of Hong Kong＇s scientific and technological innovation capability, corresponding suggestions were put forward in the paper for the relevant departments and officers.
