摘要 目的分析近年上海市闵行区疾病预防控制中心人力资源配置状况,发现现有问题和不足,为相关部门制定政策提供依据。方法通过查阅上海市及各区县统计年鉴,了解上海市及各区县常住人口数、疾控人力资源配置总数等。通过横向和纵向比较,对闵行区疾控人力资源配置状况进行分析评价。结果闵行区疾控中心人力资源总数严重不足,远远低于上海市平均水平且与闵行区人口经济发展不相适应;职称结构颇为不合理,中级职称专业技术人员过少。结论针对闵行疾控人力资源配置存在问题,有关部门应采取措施提高人力资源配置总数,优化人力资源结构,并打造高素质人才队伍。 Objective To analyze human resource allocation status of Minhang Center for Disease Control and Prevention (CDC) in Shanghai and discuss some problems and provide scientific evidences for relevant departments to improve policies about human resource allocation. Methods To find out resident population and the number of human resource of CDC in Shanghai and several counties through searching statistical Yearbook. The human resource allocation status of the CDC was analyzed and evaluated. The horizontal and vertical comparison methods have been used in this article. Results There was a serious lack of human resource to control disease and the total number of human resource in the CDC that is far below the average level of Shanghai incompatible with population and economy development. Conclusion The relevant departments should take measure to raise the total number of human resource, optimize the structure of human resource and improve the quality of personnel for solving problems in human resource allocation in the CDC.
