The Allotment and Utilization of Resources in Higher Education

随着我国经济体制由计划经济向市场经济转轨,传统的高等教育资源配置及利用已不适应新形势下的高等教育事业发展的需要。研究高等教育资源配置和利用问题,既是高等教育事业发展的内在要求,也是构建现代大学制度的迫切需要。我国高等教育资源的合理配置与利用必须逐步建立财政资金拨款的效益考核与风险约束机制,提高资源配置的规范性与社会公正性,促进资源配置渠道的多源化,科学制订高等教育的收费标准,优化高校内部财政管理,进一步提高高等教育资源内部的配置效率。

Along with the transformation of planned economy to market economy, the allotment and utilization of re- sources in higher education cannot meet the demands of high education. Researches on the allotment and utilization of re- sources are called for both by the development and the construction of modern system of higher education. The allotment and utilization of resources in higher education should be based on the system of performance tracking and risk confining, so as to realize the fairness, multi-resources, scientific management and efficiencies of the allotment and utilization of re- sources in hither education.
