综合运用主客观方法确定科技评价指标权重

Application of Subjective and Objective Methods in Weights Determination of Synthetic Evaluation of Science and Technology

目的为多指标科技评价体系建立一种主观、客观相结合的权重确立方法。方法采用专家直接评分法、对比排序法、层次分析法三种主观赋权方法和标准离差法、熵权法、CRITIC法三种客观赋权方法确立评价指标综合权重,进行多指标的科技评价。结果主客观赋权方法相结合确立的科技评价指标的综合权重,既反映了决策者经验信息,又反映了实际科技数据的信息,使得综合评价结果更合理和客观。结论主客观方法相结合可用于科技评价多指标权重的建立。

Objective： To establish a subjective and objective method by applying weighted coefficient of multiple criteria for synthetic evaluation of science and technology. Methods ： Three subjective weighting methods, including expert mark- ing method, pairwise comparison, analytic hierarchy process （AHP）, and three objective weighting methods, including standard deviation method, entropy method, criteria importance through intereriteria correlation （ CRITIC ）, were used to determine the weighted coefficient for synthetic evaluation of science and technology. Results： The result was reasonable and objective, and it reflected both the experiences of experts and information of the data. Conclusion： The three subjec- tive weighting methods combined with the three objective weighting methods can be used to establish weighted coefficient of multiple criteria for synthetic evaluation of science and technology.
