Empirical Assessment on the Capacity of Comprehensive Innovation at Non-profit Research Institution

运用层次分析法和专家咨询法原理,对福建省属公益类科研院所综合创新能力构建相应的指标体系,在此基础上,对39家公益类科研院所2009～2010年的综合创新能力进行实证评估和分析,探讨科研院所在综合创新能力方面取得的成效和不足,并提出相应的对策建议。

Using the principles of AHP method and expert consultation, the paper assesses the capacity of comprehensive innovation at the non - profit research institution in Fujian in order to establish an assessing index system. Meanwhile, on the basis of this index system, the paper carries out the empirical analysis on the comprehensive innovation capacity of 39 non - profit research institutions from the 2009 to 2010, discusses the effectiveness and existing problems, and proposes the corresponding suggestions.
