招标采购的宗旨是希望通过公平竞争的方式,达到保证质量、节约资金的目的,但招标采购中也存在着腐败风险,只有通过加强党风廉政教育,完善制度和强化监督机制,才能有效遏制和防控招标采购风险的发生。
The purpose of bidding procurement is to assure quality and save funds by fair competition.While there still exists risk of corruption,which can be effectively controlled and prevented only by strengthening education and construction of a clean and honest party,improving and intensifying the supervision mechanism.
