面向公共文化服务体系的公共图书馆政策需求调查分析

Needs Analysis of the Public Library Policy for Public Cultural Service System

作为公共文化服务体系的重要组成部分,公共图书馆的发展需要国家政策的保障、规范和调节。通过问卷调查的形式对国内公共图书馆工作人员和读者在公共图书馆整体建设、经费保障机制、文献信息资源建设、读者服务、人力资源管理、体制建设和知识产权问题等方面的政策需求进行了调查,根据调查结果提出了制定我国公共图书馆政策的若干建议。

As an important part of the public culture service systems, public library needs the policy to protect, normalize and regulate. Based on a survey of questions to the public librarians and readers concerning their policy needs in public library devel- opment, mechanism to ensure funding, information resource development, public service, human resources management, system construction and intellectual properties, the authors put forward some suggestions related to the public library policy.
