产业结构安全视角下的央企并购影响分析

The Analysis of Merger and Reorganization of the Central Enterprises under the Viewpoint of Industry Structural Security

近年来,随着我国对产业安全问题研究的不断深入,产业结构安全逐渐被我国决策层所重视。而中央企业作为我国国民经济发展的支柱,近年来的强势并购扩张行为也日益为人们所关注。基于产业结构安全视角,通过运用产业结构安全的定义与理论框架,来分析中央企业的并购行为对我国产业结构安全的影响。并通过积极影响与消极影响的对比分析,提出了包括设立产业集中指数预警体系,预防形成产业垄断;发挥市场机制的调节作用,规范央企并购行为;鼓励技术导向型、金融导向型并购。希望能为相关部门调整我国产业政策,促进产业结构优化升级提供有益借鉴与参考。

In recent years, with further study on industry security, policy makers pay more attention to industry structural security. The central enterprise is the key to the development of national economy in China. The behaviors of merger and reorganization of the central enterprises draw people＇s attention. Based on the viewpoint of industry structure security, this paper analyzes the impact of the central enterprises merger and reorganization through the industry structure theory. Through the comparative analysis of the positive effects and negative effects, this paper puts forward some suggestions about promoting the upgrading of the industrial structure, including establishing the industrial concentration index to prevent industry monopoly, taking the adjusting action of the market mechanism to regulate the merger and reorganization of the central enterprises, and encouraging mergers and acquisitions through technique and finance. This paper hopes to be able to provide useful reference for our country＇s industry to adjust the industry policy and promote the industry structure upgrade.
