Energy Management Contract is an advanced energy management model and a new mechanism of market-- oriented energy--saving operation. Based on the situation of energy and environment in Hebei province, this paper discusses the urgency and significance of building a market mechanism to reduce energy, and suggests that Energy Management Contract is an important approach to achieving the objective of energy reduction. With an analysis of the important fields of propelling Energy Management Contract in Hebei province, the specific measures to implement Energy Management Contract in Hebei province are further discussed.
