西部地区产业结构变迁及其资源再配置效应——基于西部大开发以来甘肃经验的实证分析

西部大开发以来甘肃产业结构在波动中以低于全国、西部总体水平的速度进行高级化变迁,并保持了高于全国和西部水平的产业结构偏离度。采用转换-份额模型对西部大开发以来甘肃劳动生产率提高的结构效应进行分解,发现产业结构变迁对劳动生产率的贡献低于全国和西部地区水平,说明甘肃在西部大开发中劳动力市场的资源配置效率处于较低水平。第二产业资源再配置效应小于第三产业的事实,以及低于西部和全国的劳动生产率提高幅度,说明甘肃需要促进工业部门的规模和效率以带动整体经济效率提升。

The industry structure of Gansu since West Development is investigated to conduct an advanced and fluctuating change at a lower speed than the level of China and the west region,while keeping a higher deviation of industry structure.The labor production efficiencies of Gansu,the west region and China are decomposed with shift-share method,and the results show that the contribution by industrial structure changes to the rising and the contribution by the second industry in Gansu is lower than that of China and the west region,therefore indicate that,in the first stage of West Development,Gansu gets lower resources allocation efficiency.However,that the structure bonus of the second industry is lower than that of the third industry and that Gansu gets worse performance than west region and all country in the labor production efficiency increasing implies that Gansu should enforce development of industrial sectors to raise its economic efficiency.
