Discussion on Mid-term Evaluation of Concession Agreement for Municipal Wastewater Treatment Plants

为创造更为规范和谐、公平合理的行业市场竞争环境,更好地辅助政府主管部门科学决策并提升项目公司的运营管理水平,深圳市于2009年开始进行城市污水处理厂特许经营协议中期评估项目课题工作。在总结该项目成果和经验的基础上,分析了城市污水处理厂特许经营协议中期评估的原则和主要内容,以及如何构建城市污水处理厂特许经营协议中期评估体系,供国内其他城市在开展同类项目时作为参考。

In order to create a more unified, harmonious, fair and just market competition environ- ment, to guide the scientific decision-marking of government departments and to improve the management level of operation companies, the mid-term evaluation of concession agreements for municipal wastewater treatment plants was carried out in Shenzhen City since 2009. Based on the summary of achievements and experiences of the project, the principles and main contents of the mid-term evaluation of concession a- greements for municipal wastewater treatment plants as well as how to establish the evaluation system were analyzed to provide reference for similar projects in other cities.
