企业自主创新能力综合评价实证分析——以河南省为例

Empirical Analysis of the Comprehensive Evaluation on Enterprise Independent Innovation Ability——A Case Study of Henan Province

要实现经济、社会又好又快发展,必须坚持以转变经济发展方式为主线,以科技创新为支撑来推动产业结构优化升级。通过构建企业自主创新能力评价指标体系,采用多层次模糊评价方法对企业自主创新能力进行综合评价。以河南为例,总体上看河南省企业自主创新能力较弱,分层次看创新活力较好,创新投入一般,创新产出和创新环境最弱;但在经济实力、技术实力、创新人才等方面具有相对优势。建议提升企业自主创新能力既需要从企业经费投入、技术的产业化管理、建立多种形式激励机制以及政府的支持与引导几个方面来推动和实现。

In order to achieve sound and rapid development of economy, and society, the main task of accelerating the transformation of the mode of economic development should be insisted and the optimization and upgrading of industrial structure should be promoted with the support of scientific renovation. Through establishing the evaluation index system for enterprise independent innovation ability, the multilevel fuzzy evaluation method is adopted to con- duct a comprehensive evaluation on enterprise independent innovation ability. A case study of Henan, on the whole, shows that the independent innovation ability of the enterprise in Henan is very weak; hierarchically, however, sug-gests that the innovation vigor is better, innovation investment is good, and the innovation output and innovation envi- ronment are the weakest. But they possess relative advantage in economic and technical strength, and innovative talents. The promotion of the independent innovation ability of enterprises requires the inner efforts and the support from the government.
