对农村土地季节性流转存在问题及解决方法的探讨

Discussion on Problems in Seasonal Circulation of Rural Land and Solutions

通过对新形势下土地流转多种形式的探讨,提出土地季节性流转定义,并对其在减少耕地抛荒、增加粮食产出、节约成本等方面进行分析。就其实践中暴露出的农民观念不足、流转信息不全、资金缺乏、合同不规范等问题,提出在不改变土地所有权性质的前提下积极开展政府的政策扶持,组建中介机构,提供信息技术和加大宣传等措施是解决此类问题的有效途径。

Through discussing the various forms of land transfer in the new situation, this paper defines the seasonal land circulation and analyzes the functions of seasonal land circulation in reducing the abandonment of cultivated land, increasing food production and reducing the cost. Meanwhile, to resolve the problems in the practice of seasonal land transfer, such as the lack of farmers~ understanding, the insufficiency of land transfer information, the shortage of funding and the irregularity of contracts, the paper proposes the measures of actively implementing government＇ s policy support, setting up intermediary agents, providing information technology and strengthening publicity, on the premise of not altering the land ownership subject.
