世界动物卫生组织兽医体系效能评估主要内容及政策化建议

The Main Content and Policy Recommendations on the Evaluation of Performance of Veterinary Services of OIE

随着全球经济一体化进程的加快,新发和复发动物疫病、人畜共患病不断出现,全球兽医事业面临着新形势、新任务。近年来,世界动物卫生组织(OIE)提出"兽医工作的最终目标是为了保护人类健康"。因此,OIE制定兽医体系效能(PVS)系列评估工具,并在全球大力推广PVS评估工作,旨在帮助各成员评估兽医体系能力,查找差距,制定发展策略,加快全球兽医事业发展。PVS评估标准是OIE推荐给各成员国的一个综合性评价兽医体系运行效能与质量水平的国际标准。探讨PVS评估作用及主要内容,并从兽医法制建设、体制机制、机构队伍等各个方面提出相应的政策建议,对加强我国兽医体系能力建设具有重要意义。

With the accelerated process of global economic integration, emergemce and re emergence animal diseases and zoonoses appear constantly. Global veterinary career is facing a new situation and task. In recent years, the World Organisation for Animal Health （OIE） propose ＂The final goal of the veterinary career is to protect human health＂. Therefore, OIE draw up OIE Tool for the Evaluation of Performance of Veterinary Services （OIE PVS Tool）, and promote the PVS evaluation in all world. OIE PVS Tool is going to help members to establish their current level of performance, identify gaps and weaknesses in their ability to comply with OIE international standards, formulate the development strategies and accelerate the global veterinary career development. PVS evaluation standard is recommended from OIE international standards,and it is a comprehensive evaluation for operation efficiency and quality level of veterinary serv ices. The paper researched the function and the main content of OIE PVS Tool and put forward appropriate policies for veterinary legal construction, mechanisms and organization teams, etc. All of this will be of great importance in strengthening the capacity building the veterinary services in China.
