摘要
《国家中长期人才发展规划纲要(2010-2020年)》实施以来,我国各地纷纷开展建设"人才特区"的探索实践。本文探讨了"人才特区"的概念内涵,总结了当前各地"人才特区"建设的三种主要模式,分析了"人才特区"建设取得的成效和存在的问题,并提出要做好"人才特区"建设的顶层设计,充分发挥政府人才工作综合管理部门的职能,地方政府应结合实际开展"人才特区"建设工作,构建政府和社会合作共建"人才特区"的良好局面,共同促进"人才特区"建设顺利开展的对策建议。
The exploration and practice of establishing a "Special Talent Zone" is being carried out all over the country,since the issue of the Outline of National Mid-and-long Term Talent Development Program(2010-2020).This paper discussed the concept of "Special Talent Zone",summarized the four main patterns of establishing a "Special Talent Zone" in local government,analyzed the achievement and obstacles in the process of establishing such a zone,and then put forward that a top-level design should be made,and the departments concerned should give full play to their functional roles.Local government should establish "Talent Special Zone" according to their own characteristics and with the cooperation of society.
