摘要
韩国出台高中教育平均化政策的初衷是保障教育资源公平分配,并使应试教育向素质教育转变。但这一政策刺激校外教育产业膨胀,家长经济能力更多地影响子女学业成就,加剧了社会分层固化,有损于公平。校外教育热还使学校教育质量下滑,学生课业负担、家长教育投资负担加重,有损于效率。
The goals of high school equalization policy of Korea were to ensure the fair allocation of educational resources and to accelerate the shift from examination-oriented education to quality-oriented education. But the policy had the consequences contrary to those goals: private education industry expanded, the impact of household' s income on the children' s academic achievements grew bigger, the social stratification was further solidified, all of which brought negative effects on social fairness. The private education expansion reduced the quality of school education, students were course work overloaded, households' education expenditure became higher, and educational efficiency was reduced.
