新时期、新阶段社会保障事业发展的回顾与展望

以中共十六大为界,新时期前一个阶段是以社会保险为主的社会保障重建和形成阶段,后一个阶段是以统筹城乡为目标的社会保障创新和发展阶段(住房保障仍停留在前一个阶段)。目前,中国已初步建成了以社会保险、社会救助、社会福利为基础,以基本养老、基本医疗、最低生活保障制度为重点的项目齐全、覆盖全面的社会保障体系框架,建立了世界上最大的社会保障计划。"十二五"时期是实现全面建设小康社会的关键时期,是加快经济发展方式转变、保持经济平稳较快发展的攻坚时期,也是社会保障领域深化改革和在关键环节上实现突破的重要时期。

Bounded by the 16th National Party Congress,the early stage was social security reconstruction and formation mainly about social insurance and the later stage was about social security innovation and development aimed at the urban and rural plan as a whole(housing security still remained at the early stage) during the new period.At present,China has initially built comprehensive social security system framework,which based on social insurance,social relief and social welfare,and focused on the basic pension insurance,basic medical care and the minimum living standard security system and established the world's largest social security schemes.'The 12th Five-Year Plan'period is a critical period of comprehensively building a well-off society,a crucial period of accelerating the transformation of economic development mode and maintaining stable and rapid economic development,and an important period of deepening reform in the field of social security and achieving a breakthrough on the key link.
