消费者责任视角下的区域间碳减排责任分摊研究 被引量:7

摘要 本文在已有的"碳减排责任分摊"原则的基础上,引入消费者责任的思想,对责任分摊原则的测度指标进行了相应的改进,并运用多准则决策方法,建立了消费者责任视角下的区域间碳减排责任分摊模型。运用该模型,将中国2020年的碳减排目标分摊到各省级区域。实证结果表明,根据消费者责任视角分摊碳减排责任,使商品的最终消费地为其调入的隐含碳负责,能达到更加公平有效地在区域间分摊碳减排责任的目的。 Based on the existing principle of "carbon reduction burden apportionment", we introduce the idea of consumers' responsi-bility to establish an inter-regional carbon reduction burden apportionment model in this paper, which is solved as a multi-criteria deci- sion making problem. Taking advantage of the model, the Chinese carbon emission reduction target by 2020 is allocated to 30 provincial-level regions. Empirical results show that according to the perspective of consumers' responsibility, the final users of goods are responsi-ble for the carbon emission. Obviously, it helps to allocate the carbon burden more fairly and efficiently.
