矿山环境外部性原因与对策研究

Research on the evaluation and externalities of the mine ecological environment

矿产资源的开发利用造成了环境污染和生态破坏,环境外部性问题日益凸现,矿山环境外部效应的治理及矿山环境管理亟待加强。本文在深入探讨了环境外部性产生的原因,并提出相关的对策建议,为矿山环境管理提供依据。研究结论认为,应该从明确资源产权关系、建立以企业为主体的环境管理模式以及构建生态型矿山开采的新模式等方面改进政策措施,以解决矿山环境外部性问题。

The exploration of mineral resources will have great negative influence on the eco- environment quality. This paper analyzes the externalities of the mine econological environment; then put forward a method framework to implement ecological regulation including clear property rights, taxation regulation and ecological monitoring and feedback. This study will provide some references for ecological regulation of mine environment.
