电影产业规制与产业集聚耦合发展路径研究——美、印两国电影产业集聚发展的政府规制剖析与借鉴

Study on the Development Path of Film Industry Cluster under Industrial Regulation

美国、印度电影产业发展经验表明,电影产业集群是一种有力促进电影产业空间组织形式变革、加快电影产业集聚、提高电影产业竞争力的有效方式。两国政府在电影产业政策体系中,均有意识地构筑了有利于电影产业集群发展的规制体系,表现为强化电影产业法律法规体系并以此为电影产业集群规制的主要依据。美国、印度两国虽然在电影产业集群规制的具体举措上各有具本国特色,但两国规制实施均取得了令人满意的效果,值得发展中的我国电影产业集群借鉴。

The United States,the Indian film industry,experience showed that the film industry cluster is a powerful form of spatial organization to promote the film industry change to speed up the gathering of film industry,and effective way to improve the competitive film industry,the two governments in the film industry policy system,have the awareness to build a there is conducive to the film industry cluster development of the regulatory system,and performance to strengthen the film industry laws and regulations system and in order for the film industry cluster regulatory system for the main basis;relax market access and other economic regulatory system to strengthen the content review and other social regulatory system;and regulation through industry associations.United States,India and China in the regulation of the film industry cluster initiatives,each with its own characteristics,but the regulatory implementation of the two countries have achieved satisfactory results,it is worth the reference of the development of China’s film industry cluster.
