摘要
当前城市住宅区的管理面临着困境,亟待寻求合理的解决方案。本文讨论了物业管理活动的本质,分析了住宅区产权治理的制度安排和业主的集体行动问题,对三种物业管理模式进行了多方面的比较,最后探讨了社会文化因素对物业管理效果的重要影响。物业管理的本质是为了降低住宅区管理中的交易费用,物业管理得以实施的条件是业主们统一的集体行动。当前存在的三种主要物业管理模式在实施过程中,在不同的阶段存在高低不一的交易费用。基于社会资本理论的共同体管理可以有效地促进城市住宅区管理。
At present, the management of the residen- tial areas faces dilemma and rational solutions must be found out. This essay looks at the essence of property management and the collective action problem of owners is also studied. The differences between three main property management regimes are also examined. Finally, the influence of the social culture factor on management effects is analyzed. It is concluded that the es- sence of property management is to lower the transaction costs in excluding outsiders and resolving internal conflicts, the collec- tive action of owners is necessary in property management, three main property management regimes have different transaction costs, and communitarian approach based on the social capital theory should be used during the housing management.
