在大学设置专门的机构来督察各职能部门和教学单位贯彻国家教育方针十分必要。首先介绍了督学的词义及起源。然后分析了我国大学督学(督导团)现状,发现当前高校的督学(督导团)只能协助教学质量科进行教学质量监督,起不到全面督察各职能部门和教学单位贯彻国家教育方针的作用。建议在大学内设置督学。虽然名称还是督学,但督察的范围却不仅限于教学质量,而是学校的全部党政工作,且有较强的执行力度,确保督察工作有序、高效的运行。最后,提出了大学督学章程。

It is necessary for universities to set up special agencies to carry out the national education policy thoroughly.This article starts with the meaning and origin of ＂supervision＂ and introduces the present status of university supervision in our country.The author found that supervision organizations in most universities just supervise teaching quality as assistants of teaching quality department,and it fails to supervise universities to implement the national education policy.The author suggests that supervision should be set in universities.The supervision or supervisors can monitor every aspect of the university work including teaching,learning,management and so on.Also enforcement of supervision organization should be stepped up,so the supervision could run orderly and efficiently.At last,the author puts forward regulation of university supervision.
