智慧政务:信息社会电子治理的生活化路径 被引量:37

Smart Government: The Life-style Path of the E-Governance in the Information Society

摘要 信息技术应用的生活化趋势,不仅推动着电子政务向电子治理过渡,也使公共需求日趋小型化,表达着公民对电子治理走向日常生活的渴求。然而,随着科技越来越智慧化以及个性化信息设备的应用,智慧政务及其交互型治理结构使电子治理实现生活化成为可能。智慧政务通过跨边界的集成与泛在化公共服务的提供,推动着包容性电子治理的实现。公民实现了对技术的宰制,呈现出技术民主的愿景。 The trend of information technology to be applied in life not only promotes the transition from E-Government to E-Governance,but also miniaturizes the public demand and expresses citizen's thirst for the E-Govemance in daily life.This thirst can be satisfied with theincreasingly intelligent technology and the application of the personalized information device as well as the smart government and its interactivegovernance structure.The cross-border integration and the ubiquitous public service provided by the smart government impel the realization ofthe inclusive E-Governance.In this way, the citizen dominates technology and thereby the technological democracy is realized.
