借鉴国外先进经验助推我国低碳物流发展 被引量:9

摘要 气候变暖问题已经引起了越来越多国家和科研机构的重视,成为各国共同面对的问题,经济低碳化成为必然。我国的物流产业、物流技术、相关政策等面临重大调整,物流业面临巨大的"低碳"压力和挑战。尽管我国物流业低碳化已经取得了一定进展,但低碳物流发展在观念、政策、技术等方面还存在很大差距,观念、管理政策引导滞后,行业发展模式粗放、物流设施设备落后,物流业与其他行业协同不够。为更好地推动我国低碳物流发展,应借鉴国外经验,倡导国际化低碳理念,增强国际战略性低碳物流规划;针对低碳物流制定专门的政策法规;实现物流低碳目标标准化;实现技术、能源低碳化;建立低碳综合评价体系,为物流节能减排行为提供控制依据。 The problem of climate warming is increasingly attracting more attentions from some countries and scientific research institutions; the low carbon economy is the inevitable result. The logistics industry is facing huge pressures and challenges of low carbon. Though we have made some achievements in terms of the low carbon in the logistics industry, the development of low carbon logistics in China still lagged behind in terms of concept, policy and technology because of the lagged behind concept and policy guidance, the extensive industrial development pattern, the lagged behind infrastructure and the not effective coordination with other industries. To better promote the development of low carbon logistics, we should, first, learn from the experiences of other countries, advocate the international idea of low carbon and enhance the plan of low carbon logistics; second, we should formulate specific policy, law and regulations for low carbon logistics; third, we should realize the standardized targets of low carbon logistics; fourth, we should promote the development of low carbon in terms of technology and energy; and fifth, we should set up the comprehensive evaluation system for low carbon to provide basis for the control of energy saving and emission reduction in the logistics industry.
