资源型城市由于其特殊性,单纯依赖市场机制实现经济转型难度很大,必须通过政府政策与资金的支持,加强规划、管理和服务功能,充分发挥引导和调控作用,壮大优势产业、培育新型产业;积极参与区域分工和资源整合,加强与区域经济的联系,进行优势互补;通过政府手段与市场机制,共同推动资源型城市转型。
