我国地铁基建资产公共化探讨

On Public Financing of Metro Infrastructure Assets

本文以新加坡地铁的实践为例,基于准公益性产品经济分析,表明地铁基建资产公共化,能够有效提高地铁运营效率和促进地铁企业的可持续发展。我国地铁运营实施基建资产公共化具有迫切的内在需求,部分相对发达的城市也已具备基建资产公共化的基本条件,需要国家制定相应政策,促进适合我国国情的基建资产公共化运营模式发展。

Based on the quasi public product economic analysis and the case of the Singapore subway, this article discuss that making the subway infrastructure asset public can effectively improve subway operational efficiency and to promote the sustainable development of the subway companies. It＇ s urgent to making the subway infrastructure asset public in China and some of the relatively developed cities already have the basic conditions. To promote the development of this operational mode in China, it is necessary to develop appropriate policies at the national level.
