根据北京市新型农村合作医疗近几年来基金收入与支出的情况,分析了北京市新农合基金超支现象,并对基金超支风险进行了分析。同时,从建立筹资动态增长机制,加强定点医疗机构监管,提高新农合统筹层次,合理制定补偿方案等方面提出应对超支的措施,对新农合制度的健康发展提供了参考依据。

To reveal the factors eontribute to the overspending of Beijing the New Cooperative Medieal Scheme （hereinafter referred to as NCMS） fund through the analysis of income and expenditure in the time, suggesting the establishment of dynamic growth of financial investment, strengthen the supervision over mescal： institutions, upgrading the level of financing and establishing reasonable reimbursement project to cope with overspending problem aiming to provide reference for the healthy development of NCMS.
