To be in Guizhou region for an example, this paper discusses the shortage of resources in the town of the Three Gorges area in historical period. In the specific geological and geomorpbic conditions, the topography is very high not only in town but in rural. It is very difficulty for people to get water along the riverside, because of the shortage of water, mountain spring is the most important water resource of the town. The paper analysises the construction of an important water conservancy project in historical period in Guizhou, including several aspects, such as the organization and planning, the fund and scale, the benefit and evaluation.
